Hei(Darker than Black) vs Batman

The Chinese Electric Batman vs The Original Batman
Batman has his standard equipment but no prep time whatsoever. He's just chilling and monitoring Gotham when Hei shows up doing a contact killing and he tries to stop him.
Hei obviously has his powers, skills and mental conditioning and judgment of the first season. He only has his normal electrical powers though
Alternatively, Batman has information on Hei, but only knows his regular powers, not the quantum matter manipulation advancement

Since both have similar capabilities (you said he is the chinese batman), Hei wins, because he have powers and batman dont...
But since i do not read comics, i have no idea how good is batman :S

Hei doesn't really use powers for much other than finishers and tactical movements (like cutting a distance or attacking through water)
But I'd say Hei only needs to connect once with his wires and Batman's dead

Batman just doesn't lose. You can break his back, send him back to caveman times with an Omega Sanction and he'll still come back. After Darkseid told Batman he was the most dangerous man alive (more than Superman), Batman promptly shot and critically injured Darkseid (enough for other super heroes to finally annihilate him). How did he do this? He had planning time.
