Nevermind what I said about it not being WWII. I think I misread the information.
However, from what was in that source article, this is the second of two different costumes Steve Rodgers wears in the movie. Apparently, the first one is much closer to the comic book version (which version, I'm not sure). Steve Rodgers is said to hate that costume and makes this one himself.
