Ray controls matter you can refer to the first page of HU for character info. Rail phases Ray can turn William into candy and eat him. I think he could even beat Zulan.

I dunno. I think that matter manipulation is a bit to strong. It should remain as transmuting matter. Alchemy
And even if it was like that, William doesn't have combat experience. If he could get near him, he could shut him off.

Well yeah Ray and Velon are some of the strongest peopel I plan to bring in some powerful people you'll see why and your guys will get strong. Yamairo is getting stronger. Ray is a bit godly so only people with RCR, Bio control, and Milo can actually fight him. Ray can transmute himself so he can become liquids to avoid all William's attacks and make him candy and eat him.
Ray can transmute William from a distance so I think Ray takes this and since he can transmute himself he does it immediently so heart-attacks and strokes and stuff wouldn't work.

Well, that or make Ray's powers work only through touch. If William could actually uses his powers that way, anyone would drop dead....I just had a brilliant idea...na, that's be unfair XD

If Ray's powers work by touch he'd be a weakling no one would stand there and be touched. Ray's matter powers work like most villians and Dr.Manhattan. He's essentially the God of matter and can control it instantly and in his head. William can use his powers Milo however has done it be touch but William can do that as long as he has seen the person's Face like Misa or if he can see the person whether on tv or something.

Ah but that's the point. We can't let people get too strong.
Ray can manipulate himself in ENDLESS ways. He can easily get close to someone.
And he can't turn to light btw. Light isn't matter in the sense we are looking at here.

Well that's not actually true it's like any anime/manga as heroes grow stronger so do villains of course not to early and there are the occasional power downs. Anyway how about William can do Kira type stuff but like Yusuke from YYH's spirit gun can only do it once a day and than later by the third arc four times a day?

Sound and Light aren't matter per say. It's not possible for Ray to turn into those things. He's not like Dr Manhattan.

I mean control of Matter Dr.Manhattan could also control matter. I know it's not impossible Ray can transform into various things however if he turns to Goku he can't use Goku's powers or if he turns into another evolved human his powers remain the same actually I wonder if he could even turn to people.

Another thing Ray wins he can disintegrate William with a blast of energy or turn him into dust.
