Dimitri. One week equals time to prepare an army. As long as it's technological, Dmitri can control it. In this day and age, it's an incredible power. In the Marvel universe, he would be omega level in my opinion.

Yeah Dimtiri is powerful very he can control cars trucks, helicopters, planes ect.

However, Frank's bone control can potentially make him invulnerable. Dense enough bone armor simply put.

Although it seem Frank would have the edge while in close, being able to form armors and spikes or even claws.

Finally a good debate! Let's see who wins? I'll support Dimtiri he controls technology he hasn't even shown his true combat power but he can turn off an entire city and hack into any system. He's demonstrated some potiential combat ability controlling vehicles and Frank hasn't trained a lot since the first saga.
Frank hasn't used complete bone armor yet and Dimtiri can control Helicopters and use them to shoot Frank up he can't cover his entire body in bones or he can't breath remember. In close combat Frank has an advantage.

Yes but this happens in New York City with tons of people around and Dimtiri has 1 week prep so he could be hiding and controlling helicopters to blow up Frank.

Yes I think Dimitri wins this with Frank's bone armor disadvantages plus it would slow him down without enhanced strength it would be heavy,

Who wins? Both combatants have mastered their abilities but now I'd assume I'm going with Frank now. Reason All the Sentinels are gone, and Frank can go toe to toe with Ledge.
Frank is basically impenetrable with bone armor, and there's no weapon Dimtiri can use, unless he steals the Russian's Mecha's, some nuke's, maybe the USa's Skrull ships.
