In terms of visuals, maybe, but it'd take a lot of gene splicing before the person was born.
First you'd have to find the right kind of monkey that has a tail that looks like a Saiyan tail. Then you'd have to take a human embryo/fetus, and somehow be able to not only splice the gene code that causes that monkey tail to grow on the human, but you'd also have to do it in a way that it grows the correct size, otherwise, you'd get a human with a tiny monkey tail.
Oh, and let's not forget you'd also have to somehow be able to splice the gene that tells the brain to form something that allows the human to be able to control the tail. If you just had the tail alone, you probably wouldn't be able to use it properly or even be able to make it move.

OK, very, very disturbing, anyway, I don't think producing a saiyan is possible, maybe with enough experimentation we could get a human with a tail, but that however only gets us so far. To be a saiyan the brain must be constantly telling you FIGHT! Further there would have to be a greatly increased metabolic rate, accompanied with massive strength which could be used. Finally the truly impossible part, finding the genes that turn a human into a fifty foot ape at the site of a full moon, which makes no sense in Biological terms whatsoever.

Well my summer semester just started and I wouldn't even have to be taking the class I'm in if it wasn't for the final I took last fall. Son of a...!
Anyway, yeah, you can only get someone to look like a saiyan if there were no laws prohibiting gene splicing, but even then, I have my doubts about the technology being there. In terms of transformations or getting ridiculously strong just from fighting or turning into a Super Saiyan...well that's not possible. You could get your skin to glow by splicing genes with fireflies though. They did it with a chimpanzee so they can surely do it with a human.

thats probably just a birth defect i once saw this guy on tv whose back bone over grew so he has like this wierd tail thing and it cause him alot of pain

Well realistically I think that we couldn't produce a Saiyan of course, but like some of you said already, visually we could theoretically make one, but even that is just theoretically.
