I finally watched the whole thing.
Did anyone else get the feeling that Julia was more of a cheap plot device than an actual character?

Julia, well she was a plot device, because what really mattered to the plot was the 4 members of the Bebop, not anyone else
Everything done was meant to illustrate Spike, even Julia and Vicious were for this effect. And the lesson was fairly simple: You can't run from your past.
