I gotta go with Ichigo.
Luffy can match his speed with gear second, but then he gets tired quickly. And don't forget, it's been seen and stated that bladed weapons can hurt Luffy's rubber body.

Of course but now let me speak Ichigo is nowhere near Luffy in speed now is he. Ichigo has Gear Second and now he can use it much longer. He can do Gomu Gomu no Jet Gatteling to annhilate him at super speed. Luffy has Haki which can paralyize Ichigo

I don't but look at the anime's Luffy punches much faster than Ichigo does he not?

We can't compare the two fully, but shunpo is faster in my view. We have to account for Ichigo's energy attacks as well. And is we throw in the new hollow form, then Luffy's just screwed.

Well yes but it's been jugdged by anime manga we can't decide it's simply pages. but Luffy's fighting speed is faster why can't we agree. Shunpo is travel speed Luffy punched somone so fast his hand were invisible and luffy is not screwed. If Ichigo has new hollow Luffy deserves Nightmare form where he would crush H2 Ichigo. He was able to EASILY wipe out a giant powered up by shadows and much bigger than two average giants standing on top of each other

If you take that last Ichigo's fight... even Broly and Gogeta combine are nothing compare to Ichigo... it's little lame.
