Being near a water supply gives Katy fare greater ability then she normally has. She could probably even find a way to get around Joe's power then.

Kathy is pretty powerful in X men she would be an Omega level mutant. Kathy can reduce the size of others she's torturing tiny lucy and michael. She can shrink Katy and step on her. She will end up as powerful as people like Velon maybe stronger than him she can reduce the size of people with thoughts and can also use physical contact either one.

She can't shrink her opponent if they keep moving can she, she should at least have to focus on them.

She's in control of her ability very well and she can shrink them if she see's them just once if she's watching them on live television she can do that but it has to be live point is once she see's Katy and she shrinks she's pretty much beat. Her attacks would be smaller and inffective plus remeber she shrink somone down to the size of dolls or one inch tall. Doing that grass would be tall and hard to move through not to mention bugs and she could be stepped on by Kathy.
