I say Riya can create and control atmospheres and do tons of stuff. She can create air pressure higher on earth than on Jupiter on a global scale but she can limit it to a city scale and instantly crush Isabel.

Isabel can manipulate it as well. The one thing that Riya as over Isabel is that she can create her own atmosphere. I suppose, since we can't assume Isabel can manipulate this new atmosphere, that gives her the win. But she needs to act fast, or she gets thundered.

Riya knows about the group she can easily create a new atmosphere and than own Isabel. Riya is fast she can do this and quickkly destroy Isabel.

WHAT! No she can't. She can manipulate lightning, not move at it's speed. It's the same as Isabel. The only basic difference in her powers is that she can create her own atmospheres, which Isabel can't control.
That said, Isabel can manipulate the already existing atmosphere to pwn her in many ways.

No! It's my character and I've decided her powers don't argue. Riya's powers are different she controls the atmosphere. Riya can also use her atmosphere powers to do Atmospheric Transferral to become electricity and move it the speed. She can become the elements and own Isabel.

She might not want to do that. If she turns into the atmosphere, then she becomes something Isabel can control

No no. Riya is her own atmosphere when she transforms therefore Isabel can't control her.

Point taken. But has she mastered that skill? Heck it seems something very advance. I mean, sure Isabel is like Storm, but she barely has any control yet.

Dude Riya is powerful but she hasn't mastered all her powers. For example she has learned to control the atmosphere, create her own but only once per battle, and she is working on atmospheric transfer but hasn't learned to completly use it. Also Kano has magical weather warping if you mean him advancing too quickly so he can do stuff normal storm warpers can't do anyway. I'll be slower with the hammer's other powers
