Current powers are telepath, correct. Leah wins.
Now if she copied Troy's powers, it's even power wise but I'd give it to Troy most likely.

Well think of it this way, Troy and Leah can't hurt each other if they both have Pryokinesis.
Although Troy's been involved in gangs, so he could still pound Leah.

Troy has the greater experience with the power, and he's stronger physically then Leah. He could simply outlast her, then beat her down when her powers start to fade.

Also I think Leah has a chance of winning.
Troy is immune to his own fires like in Heroes. Well Leah would be too, so it would be a matter of physical combating.
Troy has more physical strength, Leah I think may have the speed advantage, technically she just has to tire Troy out, and go for a finishing blow. So it's down to physical stats..hmm

Maybe Leah is quicker, but does that necessarily translate to a win. Troy does a lot of fighting, his endurance is pretty damn good. He's taken beatings from Manny and kept getting up. Even in the early days before his elemental shift, he'd taken a few strong attacks and got up afterward.
So if it comes to physical combat, where does Leah's endurance lay. hmm.
Troy got strength, and endurance. Leah got speed, which likely translate into stamina as well... would be hard to tell.

I'd say Troy would win actually, since he has endurance, when it comes down to a fight.
Troy would last longer, he's been in long battle's, and aside from when Leah briefly had multiple abilities, she's never had long stamina.
