1.Both are bloodlusted (Like Always XD!)
2.This happens in NYC
Okay so who wins? There rivals, they haven't fought since the Controller Saga sadly, but hey they might have a rematch with you know back with an even darker taste in powers.

Obviously Ledge
Frank can control his bones, but his healing factor isn't has developed as Ledge's. Also, trying to put on bone armor is useless seeing as Ledge has adamantium claws
IN actual fight, Ledge has more experience

It's like watching X-Men: Wolverine Origins and saying that Wolverine near the start of the movie can beat the Wolverine at the end. 
In all seriousness to you question through Chu, Lol is right, Ledge wins. Although Franks bone manipulation is much more versatile then Ledge ability, the adamantium claws can cut any defense Frank has, and Ledge healing factor>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>Franks.

Well Frank can control bones, he can use bones to restrict Ledge, so he can't move his arms.

Maybe, but Ledge knows Frank's ability. So doubtful he'll get caught.

Stronger Regeneration.
His claws are stronger then bone.
And he has greater experience, which often translates to greater skill.
As I said, Frank does have a more versatile power, which he could use to get a surprise hit on someone who is unfamiliar with him. However Ledge and Frank have fought before, as well as worked together. So Ledge would be on guard for any surprises.
