I think Dale can pull off the win, think about it here.

Dale has super strength, around Heroes level, he just shoots a web into Troy, and tosses him into a car, or a break wall, if he builds up enough momentum in his swings he can shatter Troy's bones upon impact, or toss him infront of a car.

just saying, Dale if he gets web on Troy, and does a mometum filled swing, that would instantly shatter all of Troy's bones, and possibly flatten him aka killing him.

Plus IF Dale had done that, he's prepared, he has Spider Sense, he simply dodges it,

Troy can still do want he did in the early days though, surrounding himself in flames. He'd gotten that "fire aura" hot enough to melt metal at times.

But Dale can always just deliver one blow to troy, he'll be burned, but just one blow, and he can shatter some of troy's bones, kick him into a building ect.

I forgot a major factor about this fight

Troy can fly, and his speeds can match Nate's when in flight, while Dale only needs one hit to win this, Troy has more momentum, and can unleash a torrent of fire.
