Normally through space and time. Though we had her escape that Brimstone (is that it) dimension Ilira sent her to by using that trick she picked up out in space. So I guess she can if needed.

The Phoenix provides her with the ability to transport through space, and time normally.
But Sandra's learned to open Star-Gate Portals during her time in space, it's not a Phoenix related ability, but she needs the extreme levels of power the Phoenix has to open them without any negative consequences.

Even so, if she can't move through dimensions, Iliria could always trap her in the Brimstone Dimension and slowly chip at her until she dies

If you mean to just freely move through dimensions same as using time/space. No, Sandra can't do it that freely.

About that.
You need to specify Illiria's powers related to the Brimstone dimension, like BH's with DF is specified.
Sandra can always stop time, then open up a Stargate portal for example. Or just mask herself, and telepathically assault Illiria, or fry her with Phoenix Flames.

She has a relation to it.
It's pretty much the ability to instantly throw anything to it, open portals of any size, bring forth it's atmosphere to the real world.
And finally she is omniscient to the dimension, as in, she feels and knows everything that happens within it.
She can also manipulate reality within it, but it's not on omnipotent levels
Basically, she can manipulate, not create within the dimension.

If Sandra dies, she'll just resurrect herself away from the Brimstone, and telepathically assault Illiria right?
Anyway what do you mean not on omnipotent levels? Can she remove Sandra's lungs, make marshmellow men who can melt you with their hats or what-not?

Anyway Illiria could win with brimstone, but really that's cheap Dimension dumping it's an easy way to beat someone more powerful. But it's fun.
