you mean Darth Plagueis?) yes and no, when all of his limbs cut-off and were know mechanical it weakend his bond with the force,he was still able to continue his training and meditations, but being able to force choke someone from half-way across the galaxy is still quite an impressive feat. vader or anakin had the most raw force power, with midi-chlorian levels that were off the charts. Darth Plagueis, very powerful, played a major role in the sith it was Plagueis who influenced the midi-chlorians to conceive Anakin Skywalker. Though Plagueis purportedly taught Palpatine all he knew, Palpatine himself was unable to use Plagueis' teachings to cheat death through the Force, and was forced to rely on clone bodies to hold his spirit instead .(as you get more and more into star wars lore youll find out that it goes far beyond the movies and yoda isnt as beast as people thought he was. compared to others of the SW universe)(i know you ask if the answer is correct and you get a paragraph, i cant help adding detail into everything)

some would argue that darth revan should be in the top five,but Darth Revan was only a very good swordsman, but still powerful. Darth Revan is from KOTOR btw

But in terms of pure knowledge and skill (not raw power) Yoda and Sidious definitely take the cake. Anakin never realized his full potential unfortunately (or fortunately given the turn of events)

Anakin Skywalker could have been the most powerful force as he was made from The Force by Darth Plagueis, when he and Obi-Wan Ken Obi dueled on Mustafar the reason for his defeat was he wasn't as good as a swordsman as his old master, but his grandson Jacen Solo (Darth Ceadus) Achieved oneness with the force(without dying) and ended the Yuuzhan Vong War, killing a Yuutzhan Vong using the force is quite an accomplishing feat as they are seemingly unaffected by the force. So i think it comes down to Jacen Solo and Galen Marek, in the series TFU his powers have grown tremendously since his past life. but me i'm old school so in my book Yoda's always a badass.Cause when jedi meets sith its swordsmanship that wins the war.
