It depends? In a fight Superman obviously wins?
Is it about leadership? In terms of leadership Superman lead a war against Imperiex but he caused billions to die and while he has the JLA save millions he has no plan to improve health-care. He does have several members who can can heal and have helped.
Obama plans to help healthcare in great ways however republicans are racist and don't want to help. One even yelled liar so now he's working on hard on several issues? Superman leads a group to save the world to prevent the problems before they occur and both sides of the Government appreciate him?
So Superman ?
Obama will help the world the best he can and his healthcare plan will have him save more lives than Superman.

Who's a better leader Obama or Superman?
Superman when upset sends people to the phantom zone although once he killed three kryptonians with gold kryptonite and gave up beinga hero and left earth with a clone.
Obama acted upset when his friend was arrested by some racist cops. He said "they acted stupidly" and he tries to remaine calm such as the "liar" incident. He remains calm and even reworded his phrase. Superman thinks he deserves more power but thinks working together.
He wants to prevent injuries and infections while Obama focuses on the aftermath and cleaning up and rebuiilding. He is working methods to prevent things as well and the aftermath.

Okay, so Obama man is the president right? IF Obama man was in the same universe as Superman, he'd still be the president...all he would have to do was make a law that states:
"Superman can't use his powers while fighting Obama man, or he's banned from Earth"
With this, he'd have a sure win, because either he actually beats Superman, or Superman uses his powers and leaves Earth (cause he's a good guy and respects the law and all), giving Obama Man a win by default!
After that, Obama Man would of course get Superman back, and they'd have a drink at the local bar as all good sports do
