It's called "The Sleeper". The effects are awful, I swear some parts looks like the movie was translated. And even though there seems to be a interesting concept, the story itself is just all over the place and screwed up. If only for the fact it's a $5 movie, I'd return it.

The basic of the story is that the CIA has these "Sleeper" agents who, when they go can enter a persons mind to get info or kill. But, man it sucks.

You should be able to find "The world is not enough" pretty cheaply by now. I found "die another day" at Wal-Marts cheap bin for $5, the same amount as that crappy "Sleeper" movie.
